You can complain about potholes.

Without people compaining, things wont get better.

Americans would flood the system with complaints.

I have experienced this in Texas. The street with 90% Indians had potholes....nobody cared to complain. I was the only one. And then Americans coming into the area and they started complaining from the very first week and the road became better.
