New Rule for US Student Visas: The United States is preparing for one of its biggest student visa policy shifts in years. The Trump administration has proposed major changes that could impact millions of international students who enter the US on F-1, J-1, and M-1 visas. These student visas have traditionally been seen as flexible and student-friendly, allowing learners to stay in the country as long as they maintain academic status. But the new proposed rule aims to bring tighter controls, fixed timelines, and stricter monitoring. For students currently studying in the US or planning to apply soon, understanding these changes is extremely important.

The biggest shift in the proposal is the mandatory four-year cap on student visas. This is a major departure from the previous system, where students were not tied to a fixed date. The new limit applies regardless of whether a student is pursuing a bachelor’s degree, master’s degree, or PhD. While extensions are allowed, they will require an official review by DHS—similar to other immigration petitions filed with USCIS. This means students may face delays or rejections depending on their academic progress, program length, or previous immigration history.

The reduction of the grace period from 60 days to 30 days is another impactful change. For years, students relied on the 60-day buffer to finalize decisions such as extending stay, applying for OPT, shifting to another visa category, or returning home. A shorter grace period will require faster planning, quicker paperwork, and immediate action once a program ends. For students waiting on job offers, OPT approvals, or H-1B results, this halved timeline could create added pressure.

End of Day 1 CPT and Stricter Review of Extensions

Day 1 CPT has long existed in a gray area, allowing students to start working from the first day of a new program. Some students enrolled in multiple master’s degrees primarily to continue working while remaining legally in the US. The new rule specifically targets such programs, giving DHS more power to deny extensions if a student’s academic or employment pattern appears inconsistent with normal study expectations.

Final F-1 rule published. It’s applicable to all current and future F-1 students. 

1) F-1 undergrad students are not eligible to transfer universities within 1 year of joining school. Means students can’t change universities as soon as arrival. Student only can change university upon successfully completing 1 year courses.

2) F-1 students are not eligible for multiple masters or multiple degrees at same level of education without going out and getting new visa.
*So day 1 CPT gone.*

3) students can stay here 30 days instead of 60 days after OPT time period.

4) F-1 master students are not eligible for program changes or university other than on I-20 shown while attending visa.

5) Duration of F-1 Visa is maximum 4 years. After that 4 years every F-1 leave country and get stamped or apply USCIS Extension of stay again to continue on F-1. 

6) F-1 visa can be given for 1 year to max 4 years and replacing duration of stay(D/S).

7) any extensions of initial F-1 visa expiry date within that 4 years can be done through USCIS-Extension of stay or through visa stamping.

😎 so BS—>MS —>PhD continution needed visa stamping outside or Extension of stay from USCIS of 4 years period.


9) For each extension of stay DSO-Designated school officer I-20, RO-Responsible officer recommendation and funds availability letters documentation etc., are needed to continue on F-1.

10) current OPT and STEM OPTs are valid. To travel in OPT period applicant should have had filed OPT/OPT extension or F-1s should file Extension of stay with USCIS after effective date.

11) D/S-Duration of stay is replaced with I-20 end date or upto 4 years whichever is less.

12) EOS-Extension of stay denials are not eligible to repeal in courts. USCIS/DHS got final discretion control through this rule making process.

13) To continue on F-1 process is now on more scrutinized to keep up with integrity of F-1 visa.

14) Rule clearely saying some DSOs/schools running “pay-to-stay” master programs and issuing day 1 CPTs. So through these USCIS-Extension of stay process after 4 years or initial F-1 visa validity and scrutinizing more at boarder through CBP DHS-Department of Homeland security wants more stricter enforcement on F-1 visa program.

When this rule effective?

Within next 30-60 days. After commenting period. Commenting period is just for formality though. Implementation is 100%.
