It’s applicable to all current and future F-1 students. 1) F-1 undergrad students are not eligible to transfer universities within 1 year of joining school. Means students can’t change universities as soon as arrival. Student only can change university upon successfully completing 1 year courses. 2) F-1 students are not eligible for multiple masters or multiple degrees at same level of education without going out and getting new visa. *So day 1 CPT gone.* 3) students can stay here 30 days instead of 60 days after OPT time period. 4) F-1 master students are not eligible for program changes or university other than on I-20 shown while attending visa. 5) Duration of F-1 Visa is maximum 4 years. After that 4 years every F-1 leave country and get stamped or apply USCIS Extension of stay again to continue on F-1. 6) F-1 visa can be given for 1 year to max 4 years and replacing duration of stay(D/S). 7) any extensions of initial F-1 visa expiry date within that 4 years can be done through USCIS-Extension of stay or through visa stamping. 😎 so BS—>MS —>PhD continution needed visa stamping outside or Extension of stay from USCIS of 4 years period. 9) For each extension of stay DSO-Designated school officer I-20, RO-Responsible officer recommendation and funds availability letters documentation etc., are needed to continue on F-1. 10) current OPT and STEM OPTs are valid. To travel in OPT period applicant should have had filed OPT/OPT extension or F-1s should file Extension of stay with USCIS after effective date. 11) D/S-Duration of stay is replaced with I-20 end date or upto 4 years whichever is less. 12) EOS-Extension of stay denials are not eligible to repeal in courts. USCIS/DHS got final discretion control through this rule making process. 13) To continue on F-1 process is now on more scrutinized to keep up with integrity of F-1 visa. 14) Rule clearely saying some DSOs/schools running “pay-to-stay” master programs and issuing day 1 CPTs. So through these USCIS-Extension of stay process after 4 years or initial F-1 visa validity and scrutinizing more at boarder through CBP DHS-Department of Homeland security wants more stricter enforcement on F-1 visa program. When this rule effective? Within next 30-60 days. After commenting period. Commenting period is just for formality though.
