Which state? There should be a bureau you can complain to. Typically under Department of Agriculture.

Do one thing .. go again..buy ..three types of veggies and one type of fruit. 

Come home record them taking out of the bag and weigh it on your scale ..record it..while showing the bill. Call the Department of Agriculture's Weights and Measures division..get hold of a officer.. send the officer video.

All weight scales have to be certified by dept of agriculture. That doesn’t mean they can’t make fraud. Try to test with diff scales and confirm before you report. Try talking to owner and showing him the diff in front of him on diff scale.
