Initiatives have been taken Globally esp. US to reduce dependency on China for rare earth metals. 

Not every metal is rare. Some are, but not all. They become rare as they are not mined. Look at the rally in mining companies recently. They have also raised money to add more mining capacity. Australia has been identified as a place where there are plenty. Ukrain is another. 

It's a good initiative by India. Only problem is that it takes decades to setup new mining site, but takes less to add to current capacity.
