We recently spent 7 days during Thanksgiving. We did a mainland loop covering dorado, Vegas baja, Isabella , aguadilla, Rincon, Yauco, La Parguera, Ponce, El Yunque, Ceiba ferry to Culebra.

No all inclusive resorts and pretty expensive.

Due to thanksgiving time and not booking in advance we felt it was a bit expensive with avg rates of 250 per night.

On mainland Old San Juan is beautiful and make sure you have time to walk around in day time and nights are very lively too.

You can find quiet beaches in the central part of the island in the northern coast. We liked Ojo de Agua beach and the drive there. Manati pools and las Golondrinas beach. Dorado is good to drive around. Lots of stuff to do on the coast. Isabella has a few good spots.

Aguadilla and Rincon are bigger towns with beach side resorts and dining options. South West part has good beaches too. La parguera and mangroves are good for bio luminescence. But only go during  +-2 days of new moon or else you will be disappointed. la parguera is the only place you can swim in bio luminous water. It's cheap $25 per person and a bit more to swim.

Yauco has a street called Yauchromatic which is very colorful.

Ponce is regular town with a few good spots. Drive from Ponce to San Juan is beautiful through hills.

Culebra Island is good but better to plan to stay a whole day. We rented a jeep. Flamenco beach is beautiful with shallow water and some abandoned army tanks. Dinner time is very lively during busy days. Book ferry atleast a week before to plan properly.

I skipped Vieques as we did bioluminescent tour at La Parguera.

For me the highlight is the central part of the mainland away from tourist places. Very quiet and gives you hills station vibes in India. We did a hike called Cerro Mime which was very beautiful you can find video below.
