US also waives so much tariffs for mexico becoz mexico does not put any import restrictions for US. where as India puts all kinds of restrictions for US Companies. so you can understand how much grudge west shows on india.

If a country is producing something, they put tariffs to ban imports.. not talking about something they are not producing..  they have to import them anyway 

for eg: India imposes 100% tariffs on foreign motor cycles as they have lot of domestic production and India even imports to other countries.. that’s why Harley’s cost more than many cars in India
