I think I saw somewhere that level 1 wage which is 135k for sf is less than 20% but maybe as you said after all this scrap gets eliminated they would need to do a new recalculation.

I don't know how the internal mestri system works ,can f1 still file h1-b via multiple consultancies ?if they can then it's good for them if not most of them will need to pack their bags after opt.
