Who's to say what's unethical? If you are not sharing company secrets or propeitoey knowledge across different companies and just keeping the lights on 4-5 places, what's anyone losing? E.g. dba in 1 grocer chain, ba in another supply chain org that spends big, dba / pm in a small florist - they got nothing in common and their main interest is their area of business only.

Not just unethical but illegal as well. Even in your example of different roles, the current law doesn't allow for that. More importantly, you have not answered where has he gotten 40hrs/week for each of the 8 jobs that he committed for? He employment agreement also asks him to declare on whether he works at any other places, which he did not.
