Urgent advice needed on H4 to F1

I applied for COS from H4 to F1 on ITU , sunnyvale. my F1 got approved yesterday and now I moved to Atlanta from California.

So Can I join to new university in Atlanta ?

ITU policy says u need to  stick to that university for atleast 1 semester, after that u can tranfer to  any university u want......2 yrs back frnd of mine got F1 visa thru ITU, but as soon as he landed here he asked ITU to transfer his sevis to another university for which ITU dnt agree.....so he completed a semester and then he transfered to another university.............this happened 2 yrs back, may be ITU might have changed the policies.........pls do find it out by yourself.
