Currently my cousin is working for Employer A with L1 B Visa. Employer B is ready to offer job by processing H1B visa.

Employer A and Employer B are working for the Same client on same location. So, Is it legal to change the from Employer A to Employer B and working for the same client?

if you did not make any agreement with employer A means some companies like L1B companies have an agreement like this if you break contract with us.you will not work with this client for some years like that if your ccousin had like this agreement then he doesnot have a chance to work with same client through employer B
