Oracle Guys Please Help

I have a column comment_txt which is varchar2 - 1000 size

in that column, i will get the data for some rows with double quotes , and for other rows it will get the text

my requiremetn is if the column which has data with double quotes i need to change that as single quotes

suppose

if the column

She should not be calling me "Dear".

expected should be

She should not be calling me 'Dear'.

those which doesnot have quotes , it should come like as is

please help
