All Chief Ministers recognise need for body similar to NCTC but they have two principal concerns, says Chidambaram[/font][color=#3B3A39][font=Georgia,]
Though almost all Chief Ministers acknowledged the need for a counter-terror body, on the lines of the proposed National Counter Terrorism Centre, the Centre failed to convince them at Saturday's deliberations here to break the logjam over the final and decisive move towards setting up the hub.[/font][/color][color=#3B3A39][font=Georgia,]
Briefing journalists after the Chief Ministers' meeting, Union Home Minister P. Chidambaram said: “The final decision has not been taken.” While all the Chief Ministers recognised the need for the NCTC or a similar organisation, they voiced two principal concerns: the NCTC's location within the Intelligence Bureau (IB); and why should the NCTC have to undertake operations on its own even in exceptional circumstances?[/font][/color][color=#3B3A39][font=Georgia,]
“There was strong support from many Chief Ministers, qualified support from many and outright rejection of the idea by three Chief Ministers,” Mr. Chidambaram said. The conference was attended by 24 Chief Ministers, Ministers from three States, the Lt. Governor of the Andaman and Nicobar Islands and the administrators of some Union Territories, besides Prime Minister Manmohan Singh.[/font][/color][color=#3B3A39][font=Georgia,]
“We will examine the issues raised by the Chief Ministers carefully, and the government will then take a final decision,” Mr. Chidambaram said, hinting that the NCTC, in its present form, would not come into existence for the time being.[/font][/color][color=#3B3A39][font=Georgia,]
Even the Prime Minister's pitch that the NCTC was not a State-versus-Centre issue failed to cut ice with some of the non-Congress Chief Ministers.[/font][/color][color=#3B3A39][font=Georgia,]
Mr. Chidambaram argued that intelligence gathering and investigation were two key areas, and India needed a counter-terrorism body that would be more than a police organisation, capable of mobilising all elements of national power — be it police, diplomatic or judicial. “This gap can be filled only by a highly qualified and trained counter-terrorism body. We feel the NCTC can fill this gap. And, if not the NCTC, then some other body, and that body has to be given certain powers and functions.”[/font][/color][color=#3B3A39][font=Georgia,]
In the past 15 months, he said, 21 terror modules had been busted, thanks to the cooperation between the Central agencies and the State police forces. “What about cases where we have failed? These were potential terrorist attacks. I firmly believe that we need a counter-terrorism body. I came to the meeting with an open mind, and I am leaving with an open mind to examine every suggestion given by the Chief Ministers.[/font][/color]

Sarey.

Why we should have such a counter terror body? I guess every one agrees because ours terror infested country (highest terror casualities in the world, after Iraq).

Why need for NCTC?
1) The solution should match the problem. Currenly our terror networks have become very sophisticated and have established sleeper cells across the country which cannot be monitored by single organization like IB. The states need to cooperate with center. The move 'Public Enemy' is a good example where criminals make use of interstate borders to flee from the law. Coordination of states needed for handling these kind of criminals.

2) Local state police system is not well trained and equipped enough to tackle the criminals of these class. We can't expect our police who are trained to nab the pickpocketer to handle criminals of ISI range.

why POTA billl cancelled.....once govt passed the bill ......we need to make some rules like no other govt should touch that billl

but godhra case loo ...no proofs to blame modi ...even he changed alot in last 6 years why the fcuking politians and govt still targeting himm

here everyone will fight only for votes...first of all we the people need to change and elect the right person that never possible

Modi ki against ga no proofs ani vadu local ga prove cheskunnadu...and Supreme court Bench lo prove ayyindi...

but still no clear picture among other state minorities except Gujrat....

Law pass chesi, daanni misuse cheyadam common. Every IPC is missued in our country in every police station.

The non-congress CMs should over come their personal fears and work with center to get the law passed. Law ni misuse cheyakunda vundey la ensure chesukovacchu. Like making the body independent etc.
Entha varaku manchi law raado, anta varaku no peace in our country...
