When so many Courts have declared "Bandhs Illegal" why is the Rosaiah governmen

It is really unfortunate that a student Venugopal Reddy has committed suicide in support of the Telangana agitation. But what is equally alarming is the fact the bandhs are being called in Andhra Pradesh at the drop of a hat. In the last 30 days there have been many bandhs all over Andhra Pradesh. Now the Osmania University JAC has called a 48 hour band ( not one day but two days)

The Telangana activists can do the agitation in a different way like boycotting work, classes etc but forcefully rubbing bandh on people is really a crime according to the various court which gave judgment on the issue.

Just recently the Guwahati High Court declared as illegal all bandhs in Assam and Meghalaya and said it is violation of the fundamental rights of the citizens.

The first major judicial verdict against bandhs came twelve years ago in 1997, when the Kerala High Court ruled in a landmark judgment that forced bandhs were illegal.

The decision was upheld by the Supreme Court in 1998.

In 2002 the Supreme Court went a step further and declared all forced hartals illegal too.

In July 2004, the Bombay High Court told the Shiv Sena and the BJP to pay a fine of Rs 20 lakh ach, for organising a Mumbai bandh in July 2003 to protest against the Ghatkopar blasts. It was estimated that the bandh had cost the city Rs 50 crore.

In November the same year, the Calcutta High Court declared illegal and unconstitutional, the Bangla Bandh called by the Trinamool Congress. The court directed the party to withdraw the call and publish the decision in the media.

In 2008 the Kerala High Court asked the Election Commission to deregister political parties calling bandhs.

In June last year, the Supreme Court took notice of the bandh called in Delhi on the Gujjar issue and described the government's inaction as a 'national shame'. The bandh cost the national capital region around Rs 700 crore.

Despite these judicial strictures, political parties in Andhra Pradesh have been organising bandhs from time to time. One cannot understand why the Rosaiah government is acting "meek" by allowing bandhs to take place which are forced on ordinary people.
