H1B Stamping Normal/emergency Appointment

Hi,

I'm on F1 visa and will be converting to H1b from Oct 1st 2012. I'm planning to go to india next month. which slot i should go for normal/emergency slot for visa stamping.
I have only 15 days in hand so..

Can someone please give me info on below.
1. Can i book an emergency slot for H1B visa stamping or i should only do normal

2. Does someone know when will be the normal slots usually open for next month i.e September.
that is any date/day time particularly they release..
