Yes, a city's economic growth can happen without being declared a capital. As Vizag has grown so far. Another example being Pune.But it cannot be denied that a capital designation accelerates such growth in all aspects. Just by virtue of being a capital there will be loads of administrative offices and other govt machinery coming up and the ancillary industries around that setup. And these people are well within their rights to ask for such a status or even ask an explanation from their elected representatives as to why their city was sidelined?
