ARYA Posted May 2, 2014 Report Posted May 2, 2014 Vizag should be made new capital: VDC VISAKHAPATNAM: The Vizag Development Council (VDC) has demanded that Vizag be made the capital of residual Andhra Pradesh state given its strengths that range from sound infrastructure to being the largest city in the Seemandhra region. "It is also the only city in the region with international airport connectivity," VDC convenor O Naresh Kumar told a media conference on Sunday. Visakhapatnam can attract investments because of good air connectivity, excellent hospitality industry and diversity of culture, he said, adding that it also has two ports to its credit. Naresh Kumar pointed out that Visakhapatnam is also emerging as a major destination in the health sector with a new health city coming up on 100 acres with multi-specialty hospitals, which along with existing pharma and textile parks, can boost investment in the region. The city can also be promoted for its beach, which can make it a tourist hub, he said. Kumar asserted that severe injustice was done to the region during the past few years, with Visakhapatnam Urban Development Authority (Vuda) having lost land worth more than Rs 1,200 crore which was sold for resource mobilisation of the state. "If we get the money that was taken from Vuda, we can finish our master-plan roads and the Outer Ring Road, which would cost only Rs 500 crore," he said. The VDC convenor also pointed out that funds to the tune of Rs 1,200 crore had been diverted from the Andhra Pradesh Eastern Power Distribution Company Limited (APEPDCL), which had shown the best performance in the state. Power allocation should be raised to the discom because of the presence of defence organisations and public-sector units in the region. The immediate measures that need to be taken to boost investment in Vizag include sanctioning the Information Technology Investment Region (ITIR) and addition of new IT space of at least 25 lakh sqft for providing 25,000 jobs in the region, he said. Kumar also proposed the sanctioning of a high-speed rail network for Seemandhra and formation of a separate railway zone. VDC member P Vishnu Kumar Raju said, "The government should select the best city as the capital. It should not bow down to any political compulsions and chose a place without adequate infrastructure or facilities as the capital." "If Vizag is not made the capital, it will be another injustice done to the people of the region. It has connectivity with international financial hubs such as Singapore and can draw a lot of investments from abroad due to its facilities." Vizagapatnam Chamber of Commerce and Industry (Vmember Narayan Rao said, "Skill development training institutes are also crucial at the moment as the majority of them are located in Hyderabad. We need to develop these for training our youth and equip them with jobs in the region."

Despite a representation from the Prime Minister of Japan, the pleas of pharma units were not considered favourably. Now, with the bifurcation becoming a reality, pharma unit managements are hoping that it will augur well for them. Of 12 big companies who took land in the JNPC, only five have started production. The introduction of Minimum Alternate Tax (MAT) came as a big jolt for the units operating in the SEZ. There are flight of investments to Maharashtra, Gujarat, and Tamil Nadu. Lupin set up a unit in non-SEZ area of the JNPC but due to power problem and MAT, it shifted unit to Nagpur. Teva, an Israeli firm conducted survey in the area but finally took the decision to locate its unit worth Rs.500 crore in Anand. A dream In 2013-14 the estimated exports was to the tune of $14-15 billion. The country’s target is $25 billion by 2014-15, which will remain a dream unless there are proactive measures to encourage places like Visakhapatnam having potential to become a hub, Sanjit Singh Lamba, managing director of Eisai Pharmatechnology and Manufacturing Pvt. Ltd has told The Hinduin an interview. Over past few years, specific promises made to the pharma sector remained only on the paper. Raw material is a problem and mostly imported from China as basic drugs are being developed by Mylan and Aurobindo. Advantages are being cornered by China as most units in India are hit by cost pressure. Mr. Lamba has said power is cheap in East Europe and China where as power holidays and outages apart from high cost of supply have affected the production and margins. He has said when they started their unit in 2007 the landed power cost was Rs.4.5 per unit. Now it is almost doubled with no reliability in supply. Power through DG sets costs Rs.11 to Rs.12 per unit. As Hyderabad is already saturated, Mr. Lamba expects that there is a lot of scope for Greenfield as well as Brownfield pharma units. Clusters have already developed at Nakkapalli in the district and Pydibhimavaram and Ranasthalam in Srikakulam. Apart from stable supply of power, incentives like excise and IT benefit are sought by the investors.
