It is really puzzling that on one hand the state govt says money is an issue, and at the same time they don't want to use the existing infrastructure in Vizag, and make it a capital. Instead they are coming up with ludicrous ideas like building a capital city from scratch. That too destroying hundreds of acres of farmland in the process. The only good thing out of all this is hopefully whatever natural beauty of the city is left, it might be retained. Port connectivity, international airport permit(yes a new one has to be built coz of the considerations of the Navy), cosmopolitan culture. That city has quite a few things going for it. Coming back to the railway zone, it's been a long cherished dream of the people of Vizag to have the headquarters in the city. Seems the BJP wants it that way, but the TDP wants it to be in Vijayawada- Guntur region. Hence the delay. That is what the point is...the point and idea of making the capital here is just Caste based Real estate development! They dont have any technical valid reason to ignore vizag as the capital except for pointing out that it is the northern most point of the state! Rather than comparing the infrastructure and the available urbanized eco system they need only people from their community to bear the fruits and the rest go to Dogs!

This real estate culture was one of the primary resentments that people in Telangana had. Not that is justifies anything, but just saying. Also, it is a juvenile argument about the capital having to be in the center that some people give. There are many capital cities in India that are not in the center. Besides contrary to what some of the people say, Andhra does not end with Vizag. There are two more districts after that. Forget about being made the capital, if the govt allocates some state departments to vizag, the people will still be happy and satisfied.

If the headquarters is in Vizag, there will be more flexibility to do something for Vizianagram and Srikakulam also. Along with Rayalaseema, these 2 districts are pretty backward. If some development comes there, it will reduce the incoming population load in Vizag as well.

Per se the state govts are not supposed to get into these things. Ofcourse but they still lobby. Best chance to make Vizag the headquarters was during the previous NDA regime, when ECOR was formed. The TDP govt was sleeping and too engrossed in Hyderabad when that happened. The fact that the Bhubaneshwar gets to be made the headquarters when Waltair zone is the highest earning in the division is a joke.
