Rfe Document Mailed Out After Upgrading To Pp

I have upgraded my H1B extension application to PP after waiting for 5 months. Today USCIS case status updated to "On March 31, 2015, we suspended processing of your Form I129, PETITION FOR A NONIMMIGRANT WORKER, Receipt Number WAC15002XXXXX, because we need more information from you. Your notice explains what we need from you to resume working on your case."

 

My question is, does USCIS mail out the RFE notice in PP? They should fax it to attorney, correct? Also, I don't see premium processing clock stopped message for my case.
