H4-EAD rule and I-140 EAD rule clash avutunnai...i.e the technical difficulty..I-I40 EAD isthe there is no use of H4-EAD..but H4-EAD ki anni almost ready chesaru...ippuud H4-EAD em cheddam ani plan chestunnaru... they may give I-140 EAD and AP to people who cross 6 yrs H1B eligibility...if not qualified they can use H4-EAD so that atleast spouse gets EAD and Husband on H1.
