Diff B/w "masters" And "certificate " Graduate Program

I have seen masters and certificate graduate programs in ISU, i want to know the exact diff b/w them with respect to Visa status. 

I know after completing masters one can get CPT and OPT respt'y to work. similarly can anyone get the same status after completing the certificate graduate program ??? and does any one can get all the privileges doing a certificate graduate program  instead of masters  ???

 

please let me know all the differences regarding those , referring any university considered ...
