visa issues B2 To F1 Visa Stamping In India

Hi Friends 

My cousin came to US in 2013 May on B2 Visa and changed the status to F1 for doing Phd in October, since then he is doing PHD and planning to go for F1 visa stamping in India coming February 2016. 

what are the chances of getting stamped ? 

Is it too risky ? 

Please post any experiences of this kind of cases if anyone went through.
