People well of should not be given it. Need to clearly define what lower and back ward caste means. So many other things needs to b considerd.

Again, if the the 20,000 was inclusive then you may call them as "reserved" but since none of the 65,000 qualify or are eligible to apply for the advance degree quota...they are not considered reserved...hope this helps to clarify it further...

I think you may be confusing 'merit' with reservation.
