The rulers will have to abide by the majority decision. but once a person's votes are used up. he can never vote again, on anything

What other fukkin kind of democracy is there then? plenty of them. different kinds of representative democracies possible. Canada is floating one now. Belgium has been one - without a functioning govt. for 5yrs :) but I prefer direct democracy, with limited number of votes per person's lifetime.
