I think its the 3% who complain about infra. I haven't heard of poor people or lower middle class people complain of airports, flyovers, etc.

If anything, these 3% are getting way more than they pay for. I doubt any city in India deserves a swanky airport, when 99% of them use bus stands with spit stains all over.
