There's chance for opportunity, kani some form of protectionism lenide google ni kottaleru, because of mindshare.

IT literacy is too low among non-english speakers can be one of the reasons why this idea is a non-starter.

But it can be done as a not for profit venture. The idea is to work on cross linguistic machine learning. AI in all Indian languages.

decent and cheap tablets, basic computer training, online access, ee ecosystem mottam undali kada if you want to reach non-english speakers. maybe avi setup ayye time ki somebody can implement your cross linguistic machine learning

but like you said, computer illiteracy is the biggest hurdle.
