Case1: h1 approved but COS denied - Visa denied; came back to US recently with a diffident college I-20 on previous F1 stamping (lucky fellow)

Case2: h1 approved with COS - Visa denied; 

Case3: h1 approved with COS - Visa denied; went for H4: 221g white and visa officer told that they cannot tell any decision until the court decides in US (don't know what that means)

If know accurate info on any other cases please post here...
