its the clients/companies that have these kinds of rules, purely a HR thing

Many companies have that. For ex:

JPMC - 18 months

ATT - 36 months

Wells Fargo - 18/24 months based on business office

Always if they need you or if there is need in a different team, they will find ways to bring you from a different vendor making it an entirely new PO and opportunity.
