In house project pettadam problem ayitadi antunnadu anta current employer but I will give you i140 try with any other employer annadu anta

yes, if you have valid i140, you can come back to usa anytime with cap exempt h1b. You cant transfer i140 from previous to new employer, you have to go through all the process again. Your friend can find lot of employers who will show initially in-house project to get him into USA and they market him later.
