I understand what you mean... but if you know how the govt works, you will not say this.

USCIS wants money....  You may argue if they give GC, more income is generated by all these people buying houses, cars, investing etc., but it doesn't give income to USCIS

But, they need money TO THEIR department... not the other govt entities.

2 sources of income

1. H1B fees - 4k extra each renewal imagine this amount for 5K applications every year top of it - L1, B1, premium, I140, labour, dependants etc., 

2. Lobbies from Desi companies - few millions which are peanuts for them.

These two together will fetch at least 50 million each year. even if we take off the 2nd point which we do not have any evidence for it is at least 30-40 mil. If you were the head of department, do you let a bill pass that looses a substantial income from this ? I definitely don't. 

The point i am trying to make is, unnecessary false hope waste ani..
