Obama or Democrats are stopping this from proceeding. The intention behind his immigration reform is mainly pass DACA/DAPA program for illegal immigrants and he included some legal immigrant issues to project it as Comprehensive immigration reform and get approval from congress/supreme court. Since DACA/DAPA is rejected by supreme court they just stopped everything, giving us GC's will not get them votes. If he really wanted to do something he would have done it when democrats had majority in house. All he wanted to show is " I or we democrats are trying hard for immigration reform and Republicans are stopping it".

I left a good job offer in January when this rule was proposed assuming this rule will pass atleast by july. Now no more hopes and nothing changed for H1Bs.
