First antha emergency raakamunde paristiti chedatipotunte munde NSG commandos etc etc will be summoned even ex-army people who retired or left voluntarily can join..Monna TPPC chief Uttam Kumar Reddy annaduga I am ready to join if required he is a ex service man.

Normal people voluntary but it won't come to that extent...If required every one should be ready.

Also there is provisions in Indian constitution that it can have forced recruitment for the army but never used it can be used as well.
