Within validity period means it could be within your first 6 years or 3 year extensions. This grace period is meant to help with a sudden job loss.

Actually it is 2 grace periods of upto 10 days outside validity period. Outside validity period means before you start your h1 and need to come to U. S. and after completion of 6 years and you would have to leave for not being able to find another job who can sponsor h1 or your current employer does not want to continue for whatever reason.

It's not mentioned clearly if it's only a one time thing. So I am assuming it's forever, between jobs you can spend 60 days without job.
