I guess you can move but the process like below:

A --> B --> C not A--> C.

You can ask company C attorney. I am not sure what happens if Company B withdraw application?

Best case: update current transfer tp premium and start new h1b transfer to company C

Yes can move. same case my friend, with Comp A got job in Comp B and transferred to B and again  got job in Comp C. He is joining Comp C from Comp A. In between for Comp B his transfer for Approved but didn't join.
