Abt the bold part. It was not needed to occupy the Pak completely. At the end of the war, India was in dominant position with big chucks of additional land and >90K war prisoners. She didn't make use of that. Didn't bargain well. It ended cheaply with Simla agreement which is bilateral and Pak doesn't follow now. And Bhuttos bargained..well literally begged saying that he can't go back to the Pak without reasonable agreement to pacify the people back home who were already in grief and anger with the loss of East Bengal. Nevertheless, it was not a good thing for India. Indira should have played her cards well.
