H1and H4 Extension Help Needed Please

My Current H1-B is until Feb-02-2018(Expiry Date)
My I-140 is Approved.Recently got married. Planning to Bring My Wife in July-2017 on H4.
 
Here is My question
 
In August 2017,Planing to apply H1 Extension normal processing In single packet includes H1 (Extension), H4 (Extension) and new H4 EAD. As we all know Premium Processeing is temporarily suspended for 6 months i.e until October-2017. (Tenatively).
 
Question is, Once Premium processing is started, and if i want to convert my H1 regular processing to Premium processing, does H4 and H4 EAD will also consider and process under premium processing where i'm sending all in one packet?
