Its not a small project uncle to be ready by 2019, only some phases could be complete.. If it can be made in 3-4 yrs would have taken so many years to get materialized.

No actual was supposed be done by Central govt as mentioned in Reorganization bill with national status but State govt taking it up, Nabard is funding it.
