No way, they will let the abuse go on as long as the corporates are happy. Now it's a different thing if those same corporates get pissed to a point where they start putting pressure on them to change the laws. But that ain't happening anytime soon. 

If you can abuse or play around the system do it. If you can't, no amount of complaining or crying is going to alleviate your problem. End of the story.

I know many guys from CTS who are QA testers /Developers and filling EB1 C.. There are Org chart shows same people name some time ... Some of the QA reporting the Client QA leads.. doing only manual QA testing and creeping for not getting the GC within 4 months...
