horse ni ban chesaru, why not cow ni ban.. good question. This is the argument.

can poor farmers afford to keep their cattle? selling them is another source of income? will govt pay for its upkeep after its productive lifecycle ends? 

So what is your priority? humans or cattle? Okay, lets assume that you care about both. go ahead and buy off the cows from the farmers and tend to them until they die. 

I know some states do this. interestingly, these are the states that fare horribly in taking care of their human citizens.
