Nothing new about this, he already promised to go after the high tech visas last year itself before the elections and he's just implementing these procedures as part of his campaign promises. 

Elano the H1B system needs to be overhauled, atleast they are doing it now. It might be beneficial for some as this might also mean they will look into the EB1C abuse and other such issues after this is done. Plus nuvvu FT kabatti American company ki you won't have to bother about all this.
