Well, There are well maintained cities all over the world where the pollution is still rampant even though measures are being taken and implemented thoroughly. 

The delta region is very fragile ecosystem and an falls prey to urbanisation. Mumbai mangrove is the best example. And delta being the fertile land and agri bowl, the pollution gets into the food chain and ofcourse, drains the effluents into the ocean. We all know how much our shores are filled with plastic.
