I applied thru mail few months back for my eye-140 and got a CD..the whole process took 2 months for me...here is the link from trackitt http://www.trackitt.com/usa-discussion-forums/i140/1466042459/steps-to-get-a-copy-of-i-140-perm-from-uscis-using-foia .. I hope it helps
