GoI can conduct a referendum if its so confident that majority will support being inside the Union, and then negotiate a withdrawal of troops into only the border regions. The reason why it isn't conducting it is, it knows the results of the referendum will not be to its liking. Quote

We may have to stick to terms and conditions that were agreed upon at the time of division along with the agreed demarcation of Radcliffe. We can’t go for such referendum in a sovereign country like India. Quote
