I have no idea what you meant by this. 

Let me remind you, NTR's administration was a low key affair and the results were barely visible. This is one government where the bureaucrats neither the ministers had control over the government and the result was clearly visible after 5 years.  

Whatever might be the reason., Did NTR come to power to serve or not, NTR did not control the administration properly once he came to power.

Forget about one corruption scandal in his regime...in fact the regime itself was a corrupted one.

Did you come across sacking of official or minister by NTR administration for corruption as long as he was the CM ? ante okkadu kuda corruption cheyaleda...NTR rajyam sudden ga ramarajyam emaina ayinda  ? leka corruption chesina chusi chudanattu vurukunnara ? lekapothey chalthi ka naam gaadi anukuni vadilesinara ?
