this is not a new thing this has been in place for a long time

u can work only 40 hours a week is wrong statement 

you can file for concurrent h1 from a second company and work for it on a part time basis 

concurrent h1 is very old used by a lot of doctors who work in multiple hospitals

Employer 2 should file for H1b stating the amount of work he has for u- he will have to file new LCA, I 129 for concurrent visa. 

 

You will I’ll get a new receipt number for that and then he can start paying u legally.
