he didn't have majority in Congress baa. so indirectly increased count.

few people in IT abused it. but it is same with OPT

honestly if uscis doesnt allow body shops ,80% opts dont find job at all.

nobody will have stats for where a H4 ead working. bro , all h4 ead working people won't be more than 100k . lot of people have h4ead but they don't have a job.
