H1B isn't an immigrant visa, it's called a dual intent visa.

F-1 visa non immigrant my friend, danni immigration visa ga evaru cheyagalaru. 

That's why people that want to continue working here ask their employers to file a H1B visa for them, which is again a dual intent visa. So expressing immigration intent on H1B visa isn't really a loophole at all.
