Yeah because they atleast approach the courts if they see something that violates the status quo they desire, adi advocacy ante. USCIS has not become less restrictive due to that, they in fact have become more restrictive. what you  said is true again....petitions santhakalu cheyadam epptaiki work out avvadu, even reaching local congressmen or senators kuda work out avvadu bcoz vallaki unna pressures vallaki untai just like our own Indian politicians. some people suggested me to work with ACLU, these type of organizations defend scenarios or cases more in courts  https://www.aclu.org/
