Uncle you are interpreting it wrong .. vaalla udhesam lo pending ante 485 apply chesaka ventane GC ivvaru .. lets say today they have 3k gc numbers available for EB2I and as they dont have estimation for how many people will apply 485 if they move dates one month or two months .. based on some perm filings or they will move the dates to lets say 3montha forward.. appudu ventane porting chesukunnollu and EB2 lo unnollu and their dependents andaru kalisi oka 10k mandhi 485 apply chesaru anuko .. apudu they can give GC to only 3k people and they will put other applications in pending until visa numbers are available. Appati varaki these 7k can either stay on H1b or they apply for EAD and AP.

I heard this case .. evaro EB3 lo anukunta GC applied priority date 2003-04 unde .. he is working as some programmer in microsoft .. aayana 485 application deny chesaranta USCIS vaallu saying we dont need anymore programmers

On I-140 you can still file for 485. There is no rules that you can't file. If you don't know if you want to switch employers then it make sense not to file.

This also considered 485 pending uncle you can file but there is no point. But doesn't mean you can't file

recent ga i think 1yr back USCIS introduced a concept called final action date and filing date .. just for this purpose .. as USCIS cannot predict how many of approved perm/140 will convert to actual 485 filings .. so anduke filing date oka 2-3months mundhu move chesaru anuko ee approved 140 vaallu andaru will apply 485 with that they will have close to actual number.. daanni batti they will final action date

What is "concurrent filing"?

In July 2002, U.S. Citizenship and Immigration Services (USCIS) created a rule that allows "concurrent filing" of the I-140 Petition for Alien Worker and the I-485 Adjustment of Status Application (green card application). Previously, you had to wait for the I-140 to be approved first, before you could file your I-485. Now both can be filed at the same time.
