H1B Extension Pending

Hi, 

My First H1B is valid until July 31 ,2017 (I-94 Expires Aug 10, 2017). My employer filed for an regular extension in July 2017 then I got RFE  on October 4, 2017 then my employer Responded RFE on January 2, 2018 and my case was still pending.

1. I heard about 240 days Rule, will it counted be from visa expiry date(July 31, 2017) or from RFE answer date(January 31,2018) ?

2. What if I reached 240 day period ? Do I need to go back to India or can I stay in US ? 

3. If I can stay in US am I eligible to work ? How long if so ?
